RADIAS Health History
RADIAS Health was established in 1986 as South Metro Human Services by Terry M. Schneider and Tom Paul. Over the years, the organization has continued to adapt to community needs. In October 2022, RADIAS Health merged with several programs founded and independently operated by Schneider, to allow for a broader continuum of services. RADIAS Health added Youth ACT services in 2025 and is expanding Targeted Case Management Services in 2026.






Founders
Terry M. Schneider: Pioneering Community Health
Terry M. Schneider was a trailblazer in Minnesota’s community health landscape. He developed some of the earliest programs that integrated housing support with services designed to aid treatment and rehabilitation for individuals with serious mental health conditions. Schneider was known for seeking out opportunities to enhance the lives of those facing the greatest challenges—particularly people coping with a combination of mental illness, substance use disorders, and deep poverty. This included operating one of the first Forensic Assertive Community Treatment (FACT) teams in Minnesota. His commitment was marked by a fierce passion for building sustainable services for the most vulnerable. Schneider’s impact continues to be felt, even after his passing in 2024.
Tom Paul: Dedication to Person-Centered Care
Tom Paul, co-founder and Chief Operations Officer, played a vital role in the operation and expansion of services at RADIAS Health. He was deeply committed to the organization’s mission of providing person-centered care. Tom is remembered for his steadfast advocacy and for fostering innovative and creative service options that have shaped RADIAS Health’s approach. He passed away in January 2020, leaving behind a legacy of dedication to clients and the community.
They leave a tremendous legacy of improving the lives of people with serious mental illness. We would not be here today without their passion and dedication to our mission. RADIAS Health carries on with the same dedication to providing innovative and creative services to individuals in need.
